Regulations for Participation:
1. THE FESTIVAL AND THE ORGANISERS :
“Golden Elephant” is organised by CFSI to promote
a flourishing cinema for children through films of superior
thematic and stylistic value deserving international attention.
The 16th edition of the Film Festival (“ICFFI-16”)
will be organised in association with the Government of
Andhra Pradesh.
2. FESTIVAL DATES AND VENUE :
The Festival will be held in the historic city of Hyderabad,
Andhra Pradesh, India, during November 14-20, 2009.
3. AIMS :
The Festival will be organised with the following aims namely,
to:
- Bring together and promote films from all over the
world, whose main purpose is to entertain and educate
children and to help them acquire a more critical appreciation
of the art of filmmaking.
- Encourage the exchange of ideas between film makers
and children with special attention to those films, which
attempt to foster an awareness of problems faced by children
and adolescents.
- Exhibit the best film for children showing artistic
and humanitarian qualities, which will lead to better
understanding between people and cultures.
GENERAL RULES AND REGULATIONS
4. SECTIONS :
The Festival will comprise of the following sections :
- International Competition
- Asian Panorama
- Children’s World - Non-competitive section
- Retrospectives / Special Screenings
- Creative workshops (animation)
- Special events for children
4A.1.
Producers, Co-producers, Distributors, World Sales
Agents or Organisations and Institutions whose purpose is
to support a national film industry, may submit films for
the various sections of the festival. However,the participant
must,
(i) have a legal right to submit the entry in the ICFF
- 16, and;
(ii be in a position to make the publicity material and
the print available for screening in the Festival after
selection.
Award winning and other selected films shall remain
with the CFSI in India for a period of 6 months from the
end of the ICFFI-16 to facilitate select non-commercial
screenings in other places in India.
The Festival directorate reserves the right to exclude
films which are not in conformity with the aims of the Festival
or which could offend the national feelings and susceptibilities
of any participating country or are likely to promote racial
discrimination, etc..
4A.2 Pre-Selection
A selection Committee of experts from film and allied field
shall decide the films to be considered fro the Competition
Section from among those submitted.
4A.3. INTERNATIONAL COMPETITION :
4A.3.1. Eligibility
- The films must have been produced in 2007, 2008 or 2009
in 35mm/cinemascope.
- Films presented and / or awarded in any other competitive
film festival shall also be eligible to compete.
- All Indian films must be censored by CBFC.
- A listing of the film’s participation and awards
received at the other festivals, must be clearly indicated
in the entry form.
- The films eligible for the International Competition
Section must be,

4A.4 International Competition Prizes :
Awards by the International Jury
The International Jury shall award the following prizes
for films included in the International Competition Section
:
- The Golden Elephant + Rs.2 lac for the Best feature
film
- The Golden Elephant + Rs. 1 lac for the Best Director
- The Silver Elephant + Rs. 1 lac for the Best Short film
- The Silver Elephant + Rs. 1 lac for the Best Animation
film
- The Silver Elephant + Rs.50,000 for the Best Screenplay
- A Golden Plaque + Rs. 1 lac for the Best film selected
by Children’s Jury
Award by the Children's Jury :
- A Golden Plaque plus Rs.1, 00,000 for the film from
the International Competition Section selected by the
Children’s Jury.
- All films presented in the International Competition
will receive a ‘Certificate of Participation’.
4.B. ASIAN PANORAMA :
This Seciton shall comprise of the best of films from
Asia and the Asia-Pacific Region and is reserved for both
feature length films and short films produced in 2007,
2008 or 2009.
All the films presented in this Section shall receive
a ‘Certificate of Participation’.
4.B.1 Asian Panorama Prize :
Awarded by the Asian Panorama Jury :
- The Golden Elephant + Rs. 2 lac for the Best feature
film
- The Golden Elephant + Rs.1 lac for the Best Director
- The Silver Elephant + Rs. 1 lac for the Best Short film
- The Silver Elephant + Rs 1 lac for the Best Animation
film
- The Silver Elephant + Rs. 50,000 for the Best Screenplay
- A Golden Plaque + Rs. 1 lac for the Best film selected
by the Children Jury
In all the three categories the award ,except those specifically
mentioned for the director/artist/music director, shall
be given to the producer of the film..
4.C. CHILDREN'S WORLD
Films of superior quality, not included in the International
Competition Section and films that have been submitted
specifically for this Section shall be presented. Films
already shown in our earlier Festivals shall not be eligible.
The film can be live-action / animation / short / long
/ Indian / foreign origin.
All films presented in this Section shall receive a
‘Certificate of Participation’.
4.D. RETROSPECTIVES (Special Section) :
Outstanding films on a particular theme or of a special
genre shall be presented as a package.
4.D.1. JURY :
- No one who is directly involved in the production or
exploitation of any film entered/selected for the International
Competition Section or Asian Panorama shall be eligible
to serve on the Jury.
- The Chairperson of CFSI and the Festival Director may
attend the discussions of the Jury but shall not take
part in the voting.
The International Jury :
An International Jury consisting of not more than seven
eminent personalities from cinema and allied world shall
judge the films in the International Competition Section.
4.D.2. Asian Panorama Jury :
A Jury consisting of three to five eminent personalities
from the cinema and allied world shall judge the films
in this Section.
4.D.3. Children's Jury :
A children’s jury consisting of not more than
seven children shall deliberate and decide this very special
Award of the Festival.
5. LANGUAGES OR VERSION OF FILMS :
All Films competing, must be submitted in the original
language version. If the language of a film is other than
English, it must be subtitled in English.
6. ENTRY / REGISTRATION OF FILMS :
6.A. The Official entry / registration form must be filled
in clearly, signed and sent to the following address :

6.B. Each entry/registration form must, without fail,
be accompanied by the following enclosures (on non refundable
basis):
1. A VCD / DVD / BETA/SP of the film in PAL systems.
2. Synopsis of the film
3. Original dialogue list / text of commentary (English
translation of the dialogue list)
4. A set of four still photographs (8” x 12”)
from the film
5. Press book/brochure.
6. Bio-brief and filmography of the director, the principal
technicians and the cast
7. A recent photo of the director.
8. Posters and any other publicity material.
6.C. Closing Date for Entry / Registration :
All the entry/registration forms duly filled in, with
enclosures, as stated above and the, VCDs/DVD/Beta or
prints for preview by the Selection Committee, must reach
the Festival Directorate latest by Sept 15, 2009. These
should be air-mailed or couriered directly to the Festival
Directorate, duly pre-paid by the sender.
The participant should send a note of despatch by fax
or e-mail to the Festival Directorate, indicating the
title of the film, the date and amount pre-paid for despatch,
and other despatch particulars.
6.D. The entry/registration for participation in
any Section of the Festival is free of charge. However,
to register or to send a film to any Section of the Festival
implies the unconditional acceptance of the clauses of the
regulations of participation. In case of a dispute regarding
the interpretation of the regulations of participation,
the Festival Director shall have the right to adjudicate
on all disputes including those relating to the matters
not specifically covered by Rules & Regulations, as well
as allowing exceptions and the decision of the Festival
Director shall be final and binding on the participants
concerned.
6.E. It should be clearly mentioned in whose favour
the prize money is to be given. The name of the person authorised
to receive the prize money should be clearly mentioned in
the entry form.
7. DESPATCH OF PRINTS :
- The 35 mm Prints of films selected for participation
in the different Sections of the Festival should be sent
by airfreight prepaid. The Festival Director reserves
the right to refuse any Shipment involving unpaid costs.
- Wherever feasible, prints may be sent through diplomatic
channels to missions in either Mumbai or New Delhi. Prints
received through diplomatic channels will be returned
through the same channels.
- The entrants should send a notice of despatch by fax
or e-mail to the Festival Directorate indicating the title
of the film, the date and amount pre-paid for shipment,
and other despatch particulars.
- The Festival Organisers will, however, bear the expenses
of the return dispatch of the film prints. The Festival
Organisers will return the prints to the address indicated
in the entry form within eight months after the Festival
ends.
- The deadline for arrival of the film prints in Mumbai
(Bombay), of selected films, is October 15, 2009. The
date stipulated for the film’s arrival in Mumbai
(Bombay) must be respected at all costs. Beyond the deadline
the film’s participation in the Festival cannot
be guaranteed.
- The prints of the films participating in the different
Sections of the Festival should be sent to Mumbai address
to The Festival Directorate, indicated in Item 6 above.
8. TRANSPORTATION AND INSURANCE :
- All transportation / shipping costs (including customs
clearance) to Mumbai (Bombay), plus fees for insurance
while in transit, must be borne by the participants. The
Festival Directorate reserves the right to refuse any
shipment involving unpaid costs.
- The Festival Directorate will cover the storage and
insurance of the films while they are at its storage facilities
in India.
- In case of damage to a print, the reimbursement offered
by the Festival Directorate shall be limited to the cost
of making a new standard print according to the present
laboratory rates in India.
9. TECHNICAL REQUIREMENTS :
The Festival Directorate may deny participation to any
film unable to meet the technical requirements for a public
screening of good quality.
10. RIGHT OF PARTICIPATION :
The Participant shall,
- ensure that he/she has a legal right to participate
in The Golden Elephant-16, The International Children’s
Film Festival, India, with regard to third persons connected
with the production of the participating film.
- have no objection to the film entered in the festival
to be shown on the Indian/International television /
Local network for promotional/publicity purpose(s) and
also use of excerpts thereof for preparing promotional
material.
- also agree for screening your film or any part thereof
as a part of festival package for any non-commercial
screening(s) after the Festival is over for a period
of 6 months after the ICFFI-16 ends.
11. CHANGES AND ALTERATIONS :
The Festival Management reserves the right to make changes
in the profile of the Festival, if it becomes necessary
to do so due to circumstances beyond his/her control.
12. JURISDICTION.
All disputes in respect of any matter relating to the
ICFFI-16 shall be subjected to the exclusive jurisdiction
of the competent courts and forums in Mumbai .
